Overall purpose of role
To lead and manage a Markets Compliance team in Singapore primarily covering Credit, Treasury, Futures. The role is a member of the APAC Markets Compliance Management team.
This role is based in Singapore in order to undertake the strong team leadership and business connectivity to the critical mass and complexity of the markets business in Singapore. There are however expectations that coverage of activities in other locations will be required.
Member of the APAC Markets Compliance management team
To strategize and contribute to build a strong and competent Markets Compliance team in Singapore, Regionally and Globally
To evaluate and escalate issues to Head of APAC Markets Compliance and Regional/Global Compliance Management as appropriate
To ensure the Singapore Markets businesses are being reviewed by the team or compliance review team on periodic basis to ensure compliance with local and global rules and regulation
Review responses to regulatory queries/investigations
Support the Head of APAC Markets Compliance and in providing high quality and trusted regulatory advice to the Heads of relevant APAC Markets business and support functions and to Country Management.
Manage complex reputational and conduct risks.
Identify key regulatory issues which have potential for significant Inherent Risk and ensure Singapore Markets Compliance perform detailed analysis through the timely and detailed completion of the Conduct Relevant Risk Assessments (CRA and RCSA)
Coordinate with Heads of other Product Compliance Officers to enable a collaborative working environment in areas of overlap in other asset classes
Displaying a proactive willingness to network, developing links within external parties within the industry and representing Barclays in undertaking work with the external industry trade associations.

Stakeholder Management and Leadership
To build strong relationships with Markets management in Singapore and Regionally
Provide regulatory advice with respect to issues raised by the relevant business areas. Liaise with key members of the business and infrastructure on any related regulatory issues.
Work closely with senior management team in other infrastructure areas supporting Singapore Markets
In conjunction with Senior Management, devise and implement a strategy for the SINGAPORE Markets Business to deliver successful outcomes in relation to regulatory issues through trusted relationships and timely engagement.
Analyse complex regulatory issues arising through new regulation and respond to external stakeholders such as Regulators and other third Party stakeholders.
Provide training to the assigned business division in relation to existing and regulation arising from APAC regions and Global.
Lead internal working groups on complex regulatory issues in support of the business strategy.

Identify areas with significant Inherent Risk and lead the completion of the regular compliance verification checks based on key identified risk themes
Risk and Control Objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.
Essential Skills/Basic Qualifications:
University degree required
Understanding of both the regulatory frameworks and products traded with respect to the SINGAPORE Markets business
Excellent management skills including people and problem solving
Desirable skills/Preferred Qualifications:
Graduate degree preferred (e.g., law, business)
Relevant work experience in investment banks / brokers / regulators
Excellent organizational skills, able to manage daily queries with ongoing projects
